Certified Land Use Planner, David Watson, AICP, Principal of Watson Planning Consultants (WPC), is a California Central Coast based professional land use planning consultant, policy analyst and problem solver who has been providing comprehensive strategic planning and real estate development solutions and services to public and private sector clients throughout California and the Western United States since 1989.

From Public Service to Private Consultant

With a Bachelor of Science degree in City and Regional Planning and  a Master's Degree in Public Administration, David Watson began his professional planning career in the public sector working in municipal government for the City of Pismo Beach where as the Director of Public Services,and Public Works he managed the departments of  Planning, Building, Engineering, Public Works, Recreation and Redevelopment.

As a progression of his early career in Public Services Administration, in 1989 Mr. Watson launched his private practice, Watson Planning Consultants, serving public and private sector clients, including the City of Pismo Beach.



Storm damaged Pismo Municipal Pier was restored and rebuilt with new boardwalks under Watson's leadership and direction in 1984.

Directed Planning, Building, Engineering, Public Works, Recreation and Redevelopment Departments. Prepared and oversaw annual administrative budgets of between $6-$10 million, annual special budgets for consulting services to support capital projects between $500,000 to $$1.5 million, and annual Capital improvements project budgets averaging $4 -$5 million.
Accomplished various Capital Improvement Projects within the California Coastal Zone and purview of the California Coastal Commission.
Representative accomplishments included:

  • Planning and rebuilding of storm damaged Pismo Municipal Pier. Preparation and Implementation of City's Waterfront Restoration Plan (1984) that resulted in Pier Reconstruction and Beach Boardwalk Improvements.
  • Adoption of 1986 Redevelopment Agency Plan for the Five Cities-Oak Park Heights area.
  • Coordination of $12 million in road and highway overpass improvements with Caltrans and neighboring communities.
  • Coordination of over $20 million in streets, bridges, trails, parks water and sewer upgrades ((1984-89)
  • Rehabilitation of City's parks and recreation facilities

    Assistant to the City Administrator/Associate Planner

    Serving as assistant to City Administrator with responsibilities for preparation of City Department Budgets, Labor Negotiations, Capital Improvement Programs and Vehicle Replacement Plans. Representative accomplishments included:

    • Authored City's initial Local Coastal plan (LCP) obtaining Coastal Commission's certification of LCP -1982
    • Served as support staff to City's Architectural Review Committee
    • Comprehensive Re-write of City Waterfront Revitalization Plan - 1985
    • Completed and Implemented South Palisades, Pacific Estates, Toucan Terrace, Ventana and Mattie Road Specific Plans
    • Assisted City-wide budget preparation 1982-83
    • Served at City's Labor Negotiator 1982-1984
    • Prepared City's initial Capital Improvement Plan
    • Prepared City's initial Vehicle Replacement Plan
